Project Buyer

Energy Resourcing is an engineering & personnel service provider active on four continents in the oil, gas, energy, renewable energies, chemical, petrochemical, refining, and construction sectors. We recruit technical specialists and managers for demanding national and international projects of our technologically leading customers.

On behalf of our client, we are currently recruiting for a Project Buyer located in our client's office in Rotterdam area.

Responsibilities:

• Liaise with the site engineering, maintenance, and project teams. Develop the procurement and contracting strategies for small projects (mainly brown field projects < 1 million euro investment).
• Collate specifications, technical, SHE, and quality requirements and produce detailed RFPs for both equipment purchases and construction and maintenance contracts.
• Manage the RFP process involving all relevant stakeholders and ensure all feedback is incorporated within the review and decision-making process.
• Evaluate bids. Create commercial bid tabulations and recommendation for award memoranda.
• Assist in the identification of new suppliers and contractors.
• Negotiate terms and conditions. Ensure compliance with all relevant policies.
• Create SAP purchase orders and draft white paper agreements.
• Coordinate contract milestones, drawings, documentation, deliverables, FAT's, etc.
• Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for changes.
• Perform desk expediting activities to ensure adherence to schedule and milestone activities.
• Work closely with clients procurement service center in Spain.

Qualifications:

• At least 3 years' experience in capital projects in the (petro)chemical industry.
• Basic knowledge of equipment procurement and contracting.
• Comfortable in working in an international environment.
• Hands on attitude. Proactively contributes to the team.
• Good communication and interpersonal skills.
• Experience working with SAP is a pré.
• Proficient in the use of MS Office.
• Dutch, English and preferable German.
• Relevant business or engineering degree. Minimum bachelor's degree.
